  The first time I tried to attach the links they appeared as icons which, as you know, the DCHAS Service will reject.

I just was able to obtain the websites without it becoming icons now.

I would love to see a further restriction on materials that constitute a
suitable mask in the US, but that would only occur on a state-by-state
basis.  I can't imagine anyone being able to impose a fine for not wearing a
mask outside the home, unless perhaps, the epidemic became orders of
magnitude worse than in was in New York City in the March/April time frame,
and then probably never on a national scale.

I see the universal requirement for a mask at all times outside the home as
over-broad.  It might be valid in a dense urban environment, but even in
Victorian, Australia, there are large areas that are rural or light suburban
where you can walk for long distances without encountering anyone while
being unable to maintain a substantial distance.

If you had not heard or read, effective Monday, October 12, 2020, Victoria,
a federal state in southeastern Australia, has banned face shields, scarves
and bandanas under the Melbourne COVID restrictions.  From the Department of
Health and Human Services (Victoria) advice, those items no longer meet the
test of effectively covering the nose and mouth.  Beginning 11:59 PM local
time, on Sunday, October 11, 2020, the police can begin fining those people
wearing an improper face covering $200AU ($144.67USA).  Everyone must leave
his/her home or other place of residence wearing a proper mask unless an
exemption applies.  The Chief Safety Office has recommended a face mask with
three layers as the best option.
