I believe that at every safety webinar CHAS has been involved in, someone in the audience asks what the employment status of graduate students and postdocs is and whether they are covered by OSHA. The panel is unable to provide a general answer to this question.

This article in Chemistry World provides an overview of why not. Its news hook is the follow up on the 2016 explosion at the Univ of Hawaii and it includes a comparison of the (precarious) situation of postdocs in the US, Canada and the UK. My experience is that the same situation applies to pre-doctoral students as well.
