The black smoke on the right side of the photos in the link is from a flare - i.e., part of the safety system for the refinery designed to automatically vent & burn flammables in case of an emergency.  It is likely to be reduced fairly quickly once the supply of flammables being vented diminishes.


Let's hope the injuries are relatively minor.  Explosions are never kind to people (and equipment) in the proximity, and sometimes to those farther afield.
