The best place to look is 1910.1450.

1450(e)(3)(iii)
A requirement that fume hoods and other protective equipment are functioning properly and specific measures that shall be taken to ensure proper and adequate performance..........

I was the CHO at a laboratory with over 1100 lab hoods.  This standard is not very specific but is one of the few regulatory requirements that gave us some standing on how to protect our research teams.
