You might want to first consider EPA Region 2 offices in Edison, NJ. EPA has an analytical laboratory at that location and is involved with monitoring air, water and biota in the region. The emergency response team is located there. The latter in particular uses field instrumentation to respond to spills and other response events. They are also big on citizen science programs and certainly interested in educating high school students about environmental and green chemistry programs. You should contact their public affairs group if interested.
