I am a huge fan of the Safety Pro labeler from Industrial Safety Solutions (http://www.industrialsafetysolution.com/index.php)  It comes with software for GHS, RTK and NFPA labels as well as any other possible sign you could need.  Best of all the company uses peanut M&Ms in place of Styrofoam packing peanuts  WHOOT.

Is he looking for a labeling system that prints labels?  Check out the LabelTec 4 or 4 Pro from Creative Safety Supply (www.creativesafetysupply.com).  We just purchased the 4 Pro for our campus.  They also have a GHS package, but you don't have to buy the package.  http://www.creativesafetysupply.com/labeltac-4-ghs-package/
