PORTLAND, Ore. - A Swan Island worker died Sunday after he fell into a tank that was full of a hazardous chemical, fire and rescue officials said.

A 57-year-old man working on a barge fell into the tank full of a chemical called lignin amine, according to Lt. Rich Tyler with Portland Fire and Rescue. Lignin is a toxic, corrosive chemical derived from wood and used in agriculture.

Fire and rescue responded to the scene at 10:10 a.m.

The tank is about 40 feet long, 50 feet wide and 20 feet deep, Tyler said. Rescuers used a camera to confirm the man was inside. The oxygen levels were so little that it would cause someone to pass out within one minute and died soon after, Tyler said.

Tags: Australia, transportation, release, response, asphalt

A chemical spill at a storage plant in Portland, which forced residents indoors, is expected to keep the port closed on Monday.

The port in Victoria's southwest, which caters for fertilisers, grains and woodchip, as well as the huge Alcoa smelter, will have a skeleton staff until the leak is plugged.

Twenty five firefighters have been working to contain the leak, which spilled from a storage tank at the liquid pitch facility at the port.

Residents were told that they should call an ambulance if they could smell vapours with a smell like hot bitumen and were experiencing headaches or shortness of breath.

By 5pm 250 tonnes of the liquid had spilled, which has all been contained.

SURGE IN CALLS TO MOP UP TOXIC SPILLS

Oil and hazardous chemicals are spilling into the Greater Victoria environment with alarming regularity, according to a major mop-up company.

"I would much rather not do emergency response. I would much rather teach people how not to spill," said David Rogers, founder of B.C. Hazmat Management, one of the privatesector spill responders in Greater Victoria.

"This last year we have had one major spill a month and five years ago we had one or two a year," Rogers said.

Some of the increase is probably due to increasing awareness, he said.

"Ten years ago, an oil spill was something that you just washed away, and now the public is becoming more and more environmentally aware," he said.

That means many companies are taking spill-prevention education seriously, and municipalities such as Saanich are giving specialized staff training.

Covenant Medical Center ordered a temporary evacuation of about 20 employees from its basement Friday morning after the chemical compound halon was discharged in a small data center area.

Five of the employees who investigated the Code Red, called after a fire alarm system was triggered, were exposed to the halon, a liquefied, compressed gas to stop the spread of fire by chemically disrupting combustion.

And though halon is not considered a hazardous substance, all five employees were seen in the Emergency Department.

The Lubbock Fire Department's hazardous materials team was called, but did not enter the building because of the lack of threat posed by the chemical.
