The reporting details and reporting form are identified in the CFR regulatory reference you cited.
While you're there, check the applicability portion of the regs. There is an exemption for either higher education or state higher education or research (I don't remember which).
My rule of thumb: the best defensible compliance position is one based on your personal analysis of the first-hand regulatory specifics.

Reporting depends upon how much of the chemical is used in a given year. I would suggest starting at the following web page: http://www.epa.gov/tri/ and exploring the links from there. If you do have to file a report with the EPA, the reporting deadline is July 1 for the previous year.

Please help me with the following:
I have a raw material that contains a Certasin toxic chemical subject to the reporting requirement of Section 313 of the Tittle III of the superfund Amendments and Reauthorization Act of 1986 and 40 CFR Part 372. The required details are part of 40CFR 372.45. Do you know how I file the reporting requirement? Is there any form I am suppose to use? Is there instructions of Who I file too? Anything help would be great!
