Fundamentally the question is about how money is acquired and distributed with the university. If the money (overhead etc) is gathered centrally, then that makes sense as the funding pot for services that support the mission
If the money is distributed to the colleges, or departments, then you have no choice but to ask them to pay for the services they need..
On our campus, so far the testing is done by EH&S and we complete a work order for Facilities to repair the lab fume hoods at no specific additional cost to the departments or colleges

To all who are in Academic Research-
In this tight economy, universities are finding ways to recoup expenses.
How many of you have a Facilities department that supports & services fume hoods as part of the general infrastructure of the laboratory? Meaning, they will service water supply, HVAC, sewer, electricity, etc. and consider fume hoods part of the ventilation system.
Or-
Do any of you have a system in place where Facilities charges individual departments for their Time & Materials, specifically for fume hoods?
