Jason,

check with the Chlorine Institute. They have lots of good ideas on the 
handling of chlorine, including chlorine cylinders.

Does anyone out there have a SOP or a Contingency Plan for responding to a 
chlorine cylinder leak or rupture?  We have 1 ton cylinders that are used 
for our water treatment systems.
