This is a bit like the ISO 9000 quality management system, where you have internal & external audits, and highly controlled documentation etc. It may not be exactly what you are looking for, but it means your compliant departments get a nice certificate with 5 ticks on it to hang on the wall. I know the Brits have the same sort of thing, and I'd be very surprised if the US standards people don't have something similar.
