All you academics should be aware that you issue a course syllabus to
your students in which you state the course requirements, your grading
procedures, etc. As long as your practices are consistent with your
syllabus, the college or university will stand behind you if there is
any dispute with a student. Well, laboratory safety is no different.
You issue a course syllabus for the laboratory containing the laboratory
requirements and safety regulations. That means that you can specify no
shorts, no sandals, and any other departmental or OSHA regulations for
those students. As with your lecture classes, the college or university
is bound to stand behind you for all prudent and reasonable rules and
regulations.
You don't need OSHA regulations to enforce laboratory safety procedures
for your students. Make all your laboratory requirements and safety
regulations departmental policy and make sure it is clearly stated in a
standard statement on all laboratory syllabi which are distributed to
all students. Proper attire, as well as all safety practices are an
integral part of laboratory work.

Sorry, but Rob Toreki's helpful suggestions do NOT apply to students.
That is, the OSHA regulations, even the lab standard cannot be
enforced
on students. It applies in an enforceable manner only to paid
employees.
so, as Rob correctly suggests, the male and female professors and
TA's
are to wear pants, but as far as OSHA is concerned, the kiddies may
wear
whatever they like.

PS: I would hope of course, that the Profs and TA's would indeed
enforce
their own local requirements for proper attire for students in the
lab.
